After the arrival of the democratic government in Russia in 90 years of the 20th century, the balance of the Federation of Independent Trade Unions of Russia (FITUR), the new government of Russia were transferred (in order to preserve the health of the nation), all spa facilities – mineral, radon baths and mud baths, successfully operating in the imperial power in the 19th century, and during the Communist rule. And even during the occupation of the German Army in the years 1942-43, the Nazis did not encroach on the delightful architectural monuments of Pyatigorsk. But from the beginning of 2000, FNTSP has been selling Roman Abramov, owner of the largest urban market, about 30 different historical items without competition, without the consent of the city, regional authorities, and without coordination with the Ministry of Culture. But the main thing: they are sold without the consent of the primary trade union organizations in the city of Pyatigorsk, in flagrant violation of the Charter of the FNTSP. As a result, thousands of families whose members worked in these hospitals or related organizations, have lost their jobs and livelihoods, and the resort city has lost the hundreds of thousands of visitors who came to Pyatigorsk for treatment. And worse, world culture has lost the unique monuments of cultural heritage – the recreational facilities of the Caucasus, which annually has consistently and deliberately turned into ruins or erased from the face of Pyatigorsk NOT from fighters or natural disasters, but the connivance of officials of the sovereign and the power authorities of the Russian Federation in order to please a loved one a “chosen one” Roman Abramov.
Rumor has it that the entire historic neighborhoods and streets with old buildings – the former summer dachas of the Moscow nobility and aristocrats – like the once world-famous resort hospital – Abramov easily buys not for himself, but apparently commissioned by a high-ranking person. That is why the citizens have lost their jobs. And why the city and regional Duma does not respond to correspondents, nor the prosecutor’s office of the Anti-Monopoly Committee of the Russian Federation, nor our President Vladimir Putin, the guarantor of the Constitution, when the laws on preserving the nation’s health and the right to work are roughly violated.
I am the founder of NGO Foundation for Culture and Social Initiatives “Pushkin House in the Caucasus”, so the following main statutory goals and objectives of the Foundation – the preservation and restoration of monuments of history and architecture – I wrote an appeal to all authorities, and also to Putin. An answer came from the presidential envoy to the North Caucasus Federal District, that these recently-acquired balneology buildings – monuments of the cultural heritage – may be used in the medical field by the new owner… And that is why the Stavropol Ministry of Labour and Social Protection of the Rights of Workers sent me the answer that we have not lost the clinic’s work after the sale, as a public institution shall not be sold without special powers to protect the rights of citizens…
Then I realized that Russia currently has no one to help save the world’s cultural monuments of mankind. And why they also previously ignored my appeals in all spheres of Russian authority for the salvation of Pyatigorsk’s memorial estates where the poet Pushkin lived and where now operates our museum.
This is a letter asking for help, I appeal to the distinguished worldwide Board of Trustees of INTBAU – this worthy organization, to the builders and saviours of traditional cultural values in all the continents of the world. Sanctions should be imposed individually on each offender, because if sanctions irrevocably disappear from the Earth matrix beautiful monuments of culture – historical landmarks from the formation of human civilization – this planet will become a haven of barbarians.
